Texas getting tougher on NIWs?

Folks,

I gathered the following statistics from www.ImmigrationWatch.com (GREAT website, by the way.) Check out the number of approvals for I-140 cases there:

Jan 2004: 1,079
Feb 2004: 1,023
Mar-04: 1,561
Apr-04: 1,137
May-04: 1,172
Jun-04: 1,063
Jul-04: 1,239
Aug-04: 1,288
Sep-04: 1,201
Oct-04: 1,463
Nov-04: 1,172
Dec-04: 1,452

Jan-05: 1,172
Feb-05: 663
Mar-05: 801
Apr-05: 697
May-05: 568
Jun-05: 594

That's a serious downward trend.

Now, that's I-140 in general, not just NIWs.... but I'm just wondering if they're going through some "backlog reduction" drill, rejecting cases left and right, or what's going on.

Any comments?

Well, on the other hand, I have a friend who had her I-140 approved in one week from Texas Service Center. Just in order to cheer TSC applicants up !

Maybe this is a result of retrogression of concurrently filed cases? Maybe they are working on other things? I don't see how you drew the conclusion that NIW's are getting tougher at TSC.
