Tennessee will not issue driver licenses to aliens?

Instead it will issue certificate for driving to non-permanent resident foreigners. It even claims that "A Certificate for Driving may not be used as a form of identification. It cannot be used to board a plane, purchase a gun, rent a vehicle or any other activity that requires identification."

Tennessee driver's license

I got Tennessee driver's license for one year when I was living in Nashville. This was in 2002, though. I don't know if the rule has changed now. I didn't have any problems getting the license. The only thing that they asked at DMV was the H1 approval notice,passport and a form of identification to show that I was residing in Nashville(such as electricity bill, telephone bill etc.)
