Temporary Visa for Canada from USA

Hello,
My mother has a 10 yr multiple entry visitor visa to the US. She will be visiting me and then visiting my brother in Canada. Can she apply for the visitor visa to canada at a canadian consulate in the US or does she have to get her visa to canada before she leaves India.

Much better chance to get it in India.
