Temperory visa to Canada for H1B stamping from Mexico

Howdy all,

I am currently in Mexico waiting for my security clearance (221g) for my H1B. I am thinking of applying for my H1B in canada, restart the whole process. The reason for my my 221g is my OWI record. Have questions regarding getting a canadian temeperory visa.

1) Can I apply for temperory visa from Mexico with OWI record even though I have cleared it and have documents to validate it?

2) My F1 visa expired in 2003, so do not have a valid US visa only a mexican permit. Would this affect my chances?

Any suggestions on this would help
