I moved with my wife and 2 kids to California after winning in the DV since August 2010,
I am staying in my brothers house, paying the utilities and everyday expenses only. I didnt have any income since then because I didint find a job yet, I am spending from my previous savings.

Should I file taxes for the four months of 2010 or not ?? please advise me.

You probably won't have to file a tax return for 2010. However, note that interest income is included in the determination of whether you have enough income to be required to file, so you can have taxable income even if you didn't work.
