Hi

I did not pay taxes for 2 years (2000,2001) when I was on J1 visa (tax treaty with India). I have been on H1B since 3 years now and would like to apply for permanent residence. Do I need to pay the back taxes I owe, if then, when - while you file for green card or when you apply for citizenship? I have been paying taxes for the past 4 years now. I would appreciate any help on this topic

I don't know the answer. There is a pub 509(I think) on the IRS website that has all the rules regarding "alien's" taxes. I think if you are OK based on those rules then that's it. The law didn't require you to pay and you obeyed. It is like before you came to US that you weren't paying taxes, nobody should question that.
On the side IRS is much better organized than INS. I think if you really owed taxes you would had been "notified" by now!!
