Tax transcripts or. Copy of 1040?

For my h1 stamping in chennai...

I have both the IRS tax transcripts as well as copies of my 1040's.

Just curious, if one is better than the order. Or to submit both

Also, whats the big deal with the copies of tax returns, I can as well download older forms (like 1040 for 2002) and fill it up & take a copy right?
 
Also do we need to have copies of state returns?

I can as well fillup the state tax forms for the revious yrs & take a photo copy.
