Tax Records for Citizenship

Hi,
My wife has been a PR for about 15 years but has continuous residence in US only since Nov 1999 . She used a re-entry permit to travel outside before that .
Now we are applying for her citizenship and I read in the documentation that
INS needs her tax records for the last 5 YEARS . I was able to get the tax records from IRS for the last 4 years (2000,2001,2002,2003) but not for 1999 since she came into the country in Nov,1999 after staying outside for about 2 years . We DID NOT file taxes for her in 1999 since she didn't earn anything in 1999 .

IS IT MANDATORY THAT WE PROVIDE THE TAX RECORDS WHILE APPLYING
FOR CITIZENSHIP ?? WILL THIS DELAY THE PROCESSING IN ANY WAY ?

I would appreciate any suggestions/information regarding this issue . Thanks .

The main point of the tax returns is to prove that you have maintained ties to the USA. There is another recent post in this forum discussing alternate documents you can use in case you do not have tax returns for all five years:

1) With the application I sent in, I included whatever tax returns I had (I had only been filing for three years) and I included my parents' returns for the last five years since I was a dependent under them prior to the year 2000. This did not delay my process in any way. Can you include your own tax returns?

2) Once you are ready for your interview, you should get a letter 1722 since this is a consolidated and easy format for your interviewer to check your residency here.

Reentry by itself is a good but not sufficient enough proof of ties to the US during your time away. If u did not earn any money, u dont file . Remember if your wife earned abroad she must have filed returns (worldwide income) though she would not have been taxed if she earned under $80K (assuming it was earned abroad)
 
Folks - just want to share my experience in getting the IRS 1722 letter for 5 years taxes. I had requested the letter by calling the IRS about 12 business days ago...and looks like the letter was lost in mail. I called them again today and explained my situation about the USC interview (next week), and the IRS has faxed me a copy of the letters. I have to say....WOW..... :)

Now that is what I call customer service....
