I talked to IO today at NSC. Her voice so slow like she is sleeping. In the begining she said this is not place to check status but even she asked for receipt #. She told me everything looks fine Name check is cleared. there are little short on visa # , may be that's the reason for not approving now. she told me to wait till October. I hope this is true...

What you heard is very possible. It's consistent with the result of some other applicants' inquiries very recently. I've observed a trend of declining number of approvals this past week, and none reported on Friday. I have a case with everything I know of ready: security check (incl. NC, FP, etc.), current PD, IO review, 140 approval, no RFE, ... but the case is still pending. The only hurdle I can think of is the visa number. I know a few cases just like mine.
