talked to IIO - about not recving AP (more confused now)

My AP was approved on Aug 9 (according to AVM)
and I have not recvd the approval notice yet. So I talked
to the IIO who asked for my WAC# of the AP
and she said that your file is still with the
officer (Aug 24) ?
Anybody knows what that means and why ?
