Switching from H1 to H4 while in US

I am getting married in Nov 04. Me and my fiancee are both on H1 and plan to be on H1 even after marriage. My fiancee might quit her job 2-3 months after marriage. In that case can I apply for her H4 while both are in US? Any addional information in this regard will be appreciated.
