I have received the reply below from the consulate regarding how-to switch.
Does the reply imply that I will have to wait till the completion of the processing of the I-824? Or will the receipt of the I-824 sufficient? Also, what is the "Original Form I-797"? And, how can I get it?

In order to switch from Adjustment of Status to Consular Processing your must submit the following documents:
  • Original Form I-797 (Notice of Approval)
  • Form I-824 Request of change from adjustment of status to consular Processing
  • Copy of the approved I-140 petition
  • I-485 receipt (request for adjustment of status in the U.S.); and
  • A recently dated letter from your employer
  • Copy of your birth certificate
  • Copy of your marriage certificate
  • Copy of your military certificate
  • Police report from every country where you lived more than six months after the age of 16 except the United States
  • Medical report (obtainable through one of the authorized panel physicians)
  • Your most recent pay stubs
You can mail the required documents from the United States, and once we receive them complete, we will create a case record for you and schedule an appointment for your visa interview.

Browse through the Consular Processing Forum. Depending on the consulate, you might be able to do earlier.
