Switch from 20K Adv.degree to 65k-Cap category

My nephew's company has applied for his H1 through advance degree which has 20,000 limit. It looks like USCIS has already received 20K petitions for adv. degree category.

If he does not get selected through the Adv. degree-20K does he become eligible to apply through 65K general category? Is the employer required to file a separate application?
