Surrender of GC against 10 yr B1 visa-What is the process?

A friend of mine, who is staying in India , finds it difficult and costly to maintain his GC. He wish to surrender his GC to US Consulate in Mumbai , but wish to get 10 yr B1/B2 visa at the same time. Can anyone please explain what is the procedure involved here? Does he have to seek an appointmentwith the US Consulate? What application does he file?
