Surrender certificate for minors

Hi folks,
I am about to send our Indian passports to Houston consulate for surrender certificates. My sons are 15 and 17 years of age.
Just wondering if I can sign their applications or they should sign. Do the applications need to be notorized for Houston consulate? Please clarify.

If they can sign, let them do that. Otherwise, you sign.

Yes, you should notarize them.
