Peers.... an independent scientist from a different country who cited my papers agreed to write a letter for me

My questions are...

To whom the letter should be addressed and what should be the subject. Should it be addressing the USCIS director typically used for reco. letter and petition for I-140 as subject or something else or nothing?

What the letter content should say? Should I ask him to write a typical letter of reco. by sending my CV along with how my research helped him or should strictly confined to how my research helped in his research or manuscripts?
 
I think it is appropriate to use the fomal salutation "To Whom It May Concern". I am saying this because,

(a) This is not a recommendation letter. That is, the person that is writing this letter is not recommending you for XXX or YYY. He/she is simply stating some facts - that he benefited from your research output and that your work is extraordinary.

(b) Since this person happens to be in a different country, it would be inappropriate for him/her to write a letter to the USCIS director asking him/her to approve your petition to become a permanent resident of the United States.
