I have filed my I-140 and I-485 (concurrent filing) 2 months ago through Company, A which now is outsourcing parts of its IT department to Company B. My AP and EAD have been approved. I do not have a FP notice yet. Can this outsourcing be considered as a "Successor-of-interest”? And I140 and 485 transferred?
 
I don't think so. To be successor-in-interest, company A must be taking over "assets and liabilities" of company B.

But I think if company A is willing to not revoke 140/485 and continue to answer in case of an RFE, you can join company B and and take your chances. If 140 gets approved, you can use AC21 after 6 months of 485 filing.
