Substitution labor last date

I am all set to apply for I140 and my company is filing in oct first week.
I heard Oct 1 2005 is the last date to use substitution labor.
Is it true , if so can you give me link where it is offically announced .

Nop That is not true. They have not announced any cutoff date for Sub Labor yet.

Labor substitution termination is not effective yet. It might be effective end of this year or may be early next year. Not for sure when it will be effective. Even though you can't file I-485 under EB3 now, you can file I-140 using labor substitution and wait for visa number to file I-485. As per my attorney, even if labor substitution is eliminated in future, it will not affect already pending or approved I-140.
