To give an idea of service center processing status...

Apr 2006: Substitution EB3 I-140 originally filed at NSC
(I joined the company right before, with H1B transfer..and currently working for the same employer)
Jan 2007: Denied (on ability to pay)
(Reason: Employer amended their past financial stmt in mid year and forgot to update my file with USCIS)
Apr 2007: Refiled (receipt from TSC)
(With amended tax returns and clear explainations)
Jan 2008: After no response even after 30 days past the TSC processing time, lawyer inquired and learned that the old denied file apparently went to National Records Center that they had to pull out and sent back to NSC (For reference, I guess, in order to adjudicate the refiled case).
04/17/08: LUD on old denied receipt number (possibe indication that they started working on my refiled case by checking this old denied case).
05/02/08: Online status update on refiled case about its transfer to NSC.
05/05/08: Approval CRIS email received.
(I was happy to see them acting on it within few days after the transfer!)
