submitting supporting asylum material after sending I-589

Does anyone know if it is possible to send the evidence, affidavits and other supporting asylum material after sending the I-589 form?

I've heard that Nebraska office is in charge of accepting I-589 for Chicago jurisdiction and you can submit your full application to the Chicago office after you file I-589 with Nebraska and before your interview date. Is that true?
