Submitting I-131 from Canada

I am GC holder and have moved back to Canada. I went to the US Embassy to surrender my GC and the person at the embassy said I should file the I-131 just in case I decide to move back to the USA.

In part I (info about you), the labelling of the boxes include "State or Province" and "Country" which suggests that I could put my Canadian address in that section. What do you think?

More importantly, what do I do about the biometrics? I still own a home in Florida but really don't want to travel down there just to get my biometrics done. Any chance they won't ask for my biometrics? They just took my biometrics last year when they removed my conditions from my GC.

If I did use my florida address, could I have my biometrics done at another location in NY near the border?

You need to be inside the US when you file for the reentry permit (including the day USCIS receives it), and to show up for biometrics, but you can leave the US in between those points in time.
 
Biometrics cannot be taken outside the US in your case. Only specific circumstances allow the biometrics test to be taken at US consulate or Embassy out of the US. Even though your fingerprints may have been taken very recently, it is a routine procedure of the USCIS to take biometrics. So i think You cannot be exempted from that.
