Submitting application outside home country for faster turnaround? Is it allowed?

Hi,

Right now I live in Bangkok Thailand (being a Thai citizen). I would like to apply for Canadian PR as a skilled worker. I read on the CIC website that different office has different turnaround time for completing each case. Coming from Thailand, I should submit my application to the office in Singapore. However I saw that the Singapore office normally takes 40 months for completion (which IMO is too long).

Can I submit my application to the offices with faster turnaround time such as Buffalo (I travel to the US frequently), Sydney or Taiwan? In your expert views, do you think it will help speed up my application using this strategy?

You need to live in that country for at least a year. Or for practical purposes you should have a Visa of that country so that you can go there in case they call you for an interview.
 
Thank you for your prompt response. What if I have a visa ( multiple entries) to USA but haven't lived there, can I just go to the Buffalo office and submit my application?
