Subject to H1B cap?

Hi-

Recently one of my friend came on H4 visa. Before that he worked on H1 for 2 years, lost his job and went back to India. Now he got married and came on H4. If he gets the new job, does his case will be subject to current H1b cap or not?

How is this a "H Visa Issues at the Consulates and Visa Revalidation" issue?
