Studying while COS is pending

I have been admitted to school for Fall 2004 and was wondering if an COS is pending with Notice of Action in hand for requested F1 - can one attend school while waiting for the actual F1 approval notice ? I mean is an I-20 and notice of action good enough to start studying ?
Also does one get OPT time again if one has received OPT once and goes for a different field of study ?
Thanks for your replies.

I understand that I donot need a stamp unless i leave and reenter the US but I am guessing I need an approved COS to F1 (not the stamp) to start studying and that is what I was talking about - whether I can start school with the COS pending??? When you send in a request for COS you get a 'NOTICE OF ACTION' when the BCIS receives ur application but the 'NOTICE OF APPROVAL' is sent only AFTER approval of AOS.
So to reiterate, is it possible for one to study with COS to F1 pending ?

Huh? What do you need an F1 for?
AOS is good enough to study. And, with a pending AOS, you won't get an F1 anyway. The F1 does not allow immigration intent.
