My friend is a student in Toronto, Canada since 1 year. He wants to apply for PR. Is it better for him to apply at buffalo or can he apply to immigration center inside canada?

He is in Canada..He is better off if he applys from Canada itself...I don't see any reason/benefit to apply to Buffalo.
