Student (F1) Visa Question - Change I-20

I have a question regarding a student visa (F1), for a friend who is planning to come to the US on a student (F1) visa.

Does the student (F1 visa holder) have to show the same I-20 (for which the F1 visa was granted) at the Port of Entry or does the law allow the student to go a different school by offering a different I-20 to the Port of Entry official (for a diff university or community college), in case he feels the need to attend the other institution.

Does the law allows for this change?

not any more my friend. I think the school to which your visa was granted by law has to inform BCIS electronically that you have arrived and update them with your address. You have to study a minimum of 1 semester before you change the school.
