strange letter from the USCIS

Yes i do have some frest news from the immigration. about 2 to 3 weeks ago, i went to the disctrict office in memphis tennessee, i talke to the immigration info officer, and after i told the lady that i might lose my scholarship and after i told her that the 120days are over, and my wife talked to them and was very frustrated and upset about it just as i was, the lady went to the back and talked to her superviser and came back with a form.

she claimed that by completing that form, she would give me an immediate feedback. ifilled it out, and waited for her, she left for about 25 minutes. when she came back, she said that what happend is as follow, i am qouting her words , "ok , here is what happened, i went upstairs and located your file physically. I gave it immediately to officer xxxxx, which is the interviewing officer, and she was reviewing some files, and she said she will review yours now. and let me tell you this, even though i am not supposed to, she said she would approve it too". she then gave me a copy of the form, with "unit supervisor" written on it, and a stamp show the word " reveiced" on it along with the date on it. i took it and left.

what is really strange is that i have received a letter from the uscis from washington DC, the letter shows the sincere apology of the uscis for taking along time on my case, and promising a decision within 45 days. i think this could be a good thing, at least now i have somthing written from them promising a decision , if i dont get anything, at least i can go there and show them the letter, or even when i sue , if i had too, i would have a strong case with that letter. have anybody received such a letter befor? if so, what was the outcome? please share your opinions and/or expericence. once again, thank you.
