Strange interview, decision can't be made

I just had a very confusing interview with a non friendly IO. The experience wasn't much different than motor vehicle department.

At the end of the interview, the IO told me that I passed the interview and will be scheduled for oath but will receive a letter for new security check procedures. I would need to come again for the security check. IO then gave me a print out. After coming out I looked at it and find that it says 1) Passed the tests and 2) A decision can't be made.

- Is everybody going through this new security procedure?
- how can the IO say that I'd receive oath letter when "a decision can't yet be made"?

The IO did not make any talk and just acted disinterested and not wanting to be there. During the interview, I was asked about the traffic citations, and I asked to correct one entry that I had made in the citations (A traffic violation may have actually occurred in a neighboring city of the city that I had put it in. So I simply included both cities in that citation entry because it's many years ago and there is no traffic record for me to be sure anymore). The English test and civics test were quick (6/6) and the whole thing didn't take more than 1 minute due to quick responses.

Very confused about this crazy interview! Any clues?

Did you apply on a 3yr(Marriage)or 5yr rule ?
