Strange Approval

Hello Friends,

I am getting the following message in my status inquiry

"On March 18, 2004, the document we made based on the approval or registration of this case was mailed directly to the person to whom issued."

I do not know what this means, If it is approval how they can approve without FP.

RD: 06/18/2002
FP Notice Received : 03-06-2004(issued on 03-2-2004 to appear on 04-02-2004)(Senator involved)
My question is , is it possible to approve without FP taken

I am relatively new to this forum , do know very little about immigration.

My wife has same message the prolem with her case was when we updated the address due to some reason they didnt get correct address. So when they send the FP to her it went back and when they got the updated address re-send the FP and message changed to "...mailed directely".

Unfortunately the message is not approval, just a notification that a FP notice has been mailed to you.

I am still baffled as to what the "online messages" person at USCIS wanted to achieve when coming up with that wording.
