still waiting for FP notice -- too long...

It has been 3 mos and 4 days since my ND (1/22/07), indicating that they had received my N400 application, encashed my check (and I already got it back) and still, no FP yet. I already made communication with my local congressman and got a mail from them a form indicating that to give them authority for their office to release my immigration information to them.
I called up lasr 4/3 to the 800 customer service number and was able to obtain a confirmation # indicating to "speed up and process my application ouside the normal processing time". Last Saturday, I received a letter from my local Chicago USCIS, saying that

"our review indicates that this case is acutally within our current processing time. We
regret any misunderstading. If you do not receive a decision or notice of action within our current processing time, call customer service at the number provided below" (which is 800-375-5283)

How loooong is the "current processing time"? I did not reply yet on the form that my local Congressman mailed out to me for fear that USCIS might just "red flag" my case, or should I go ahead and proceed? I still do not understand why FP is taking this long, and what is happening for the delay? What could the reason be?
Someone told me in another forum that since my GC is based on marriage, and my 3rd yr. anniversary falls on 4-16-07, USCIS just allows to send application as early as 2yrs and 9mos. ahead and I should get a FP notice soon, based on the anniv. date of my GC. Is this true or pure speculation?

What should I do now? Shall I go ahead and seek help from my congressman, mail that release form or just wait? If I wait, how long should I wait? I do not see any reason why I do not have a FP notice yet or am I am just an isolated case of bad luck?

thank you in advance for your replies.

Non receipt of NOA for N400 application

I mailed out my N400 application on the June 25, 2007, was received by NSC on JUne 26,2007. But still have not received the NOA receipt as of today, July 11,2007.

Can anyone let me know what happens if the NOA receipt is lost in mail.

Would appreciate feedback.

Thanks

How are you getting the N-400 dates for TSC ?

Could you please show me the link. I only see N-400 time line in DO, not for service center.
