Still at initial review after a year

Hello,

I'm permanent resident and I have applied separately for my daughter and son, both and the same type : I130 Unmarried son or daughter 21 years/older of Permanent Residential.
My daughter's application has been filed at California Service Center and my son's at Vermont Service Center.

However, my daughter's application was approved and forwarded to the national visa center in less than one year and my son's is still at initial review. Although I filed for my son a 3 months earlier.Also, checking at USCIS website, the Vermont center is a faster than California.

Is that normal ? I'm afraid that they requested documents for my son and I didn't get the mail, but will it remain at Initial Review status on the website.

I would call the 800 number for USCIS. If you pick the option for case update, then the option that you don't have a receipt (even though you do) then that will get you to a human.

If you have no luck on the 800 number then go online and schedule an Infopass appointment at your local USCIS office.
 
I tried to call the 800 number, but there's something wrong with the line I think because I'm getting noise as if it's connect to fax machine.

I guess I'll make an appointment, thanks for the advise.

BTW, my daughter is coming to USA using visitor visa (she has one approved already). I was wondering would it be possible to complete the I130 from here instead of having to go to the embassy in her country ?
