Step Daughter on Political Asylum Application

I would appreciate your insight and experience on including step daughter in the political asylum application.

I know USCIS does allow listing stepchildren on the application however I could not find anywhere if Parental Consent from the biological parent (father) at any stage of the Political Asylum process would be required...

Please advise or indicate sources where I could read more about it!

I have a friend in a similar situation and USCIS allowed him to include his step daughter in his application. He married the lady after the girl was born, plus I believe he produced documents showing that he was the current legal guardian to the girl. So, I believe it's allowed but you need to show adequate documentation that you legally took guardianship of the girl through adoption.

I don't have a written source, all I have is a reference point based on my friends case.
