Stem Act - Visa vs. GC - In Country vs. Out of Country

Hello,

I have a MS from an accredited US univ, worked in US for many years before leaving. My family is still in the US and I visit then on B-2 regularly. I can easily go back on an H-4. My spouse is waiting for priority date to become current to apply for a I-485.

If this bill is passed, what would I need to qualify to get the visa?
1, Do I have to be a resident of US?
2, Do I need to be employed in the US?
3, Finally, I am unclear about what we would get, is it a GC or an H-1 like visa?

The Republican STEM bill didn't pass the Senate because it would have ended the Diversity Visa program. It could very well be included in the comprehensive immigration bill that the Democrats want to work on next year. From what I read it sounds like H-1B complete with US company sponsorship requirement, but instead of a temporary worker visa you get a green card right away.

Sounds interesting, do the usa lack of ppl engineer in computer sciences ? Anyway even if the stem act pass, i think it's going to be very hard to convince a company to hire someone like me with my poor english.
