Status Inquiry result from NSC

Need your help here,
Recently I had called up USCIS since 485 dates for NSC are moved to may 2005 and my case is filed in Aug. 2004 I have intiaited inquiry regarding my pending case.

I have recieved response from NSC in 3 business days and it looks like below.

The Processing of your case has been delayed,A check of our records establishes that your case is not yet ready for decision,
as the required investigation into your background remains open.

Until the background investigation completed,we cannot move forward on your case.These background checks are required to be
completed on all applicants who apply for the immigration benefits you are seeking.We will make every effort to make a decision
on this case as soon as the background checks are complete.If you do not recieve a decision or other notice of action from us
within 6 months of this letter, please contact us by calling our customer service number provided below.

So does it means that my application is pending for FBI name check ?

I got the 100% same reply as yours. Help less we can't do anything. Each time they says same message and they don't even try to open the file.

EB2, PD- NOV2003, I-140/I-485 RD 05/2004, I-140 approved, I-485 pending.
 
We are the unlucky lot who are stuck with this. This is not a name check but an uscis background check. But I dont know what they exactly do on this

it could be below reason:
IBIS

NSC is processing the IBIS checks on each day's receipted cases. If a case comes back from the IBIS check with a "definitive negative" (i.e. no negative information on the applicant), then the examiner can go forward with the case. If there is a "hit," IBIS generates a name and date of birth, which is then put through an identification process.

If an IBIS hit occurs, a "triage" group then evaluates the case. Those with serious criminal histories, prior orders of deportation / removal, or deemed to be potential security threats are referred for enforcement. Smaller hits, such as minor crimes that do not make the person removable, are sent for adjudication.

The NSC suggested including a copy of the applicant's driver's license with each application in an effort to help resolve some IBIS hits. These sometimes occur when an applicant's name and date of birth is the same as that of someone with a negative background. The physical description on a driver's license may help to clarify that the applicant is a different person from the IBIS result.

But how can we supply the information to uscis if they have not asked for it?. Do you know of a way?
 
you can supply this information to the USCIS as an additional documentation for I 485 form.

Usually same way AC-21 documentation will be submitted.
