Status changed during security check

Hi, I went back to China to get a H4 visa stamp 3 months ago. I stuck in the security now. The worse thing happened now is my husband got laid off. He needs to change to F1 student visa. So my question is what do I need to do now? Can he appliy F1 add me as F2 and file at the same time? Do I need apply F2 from China? Is it possible that I still can get a H4 visa and go to US and apply change of status in the US?
