As per the state department visa bulletin, the visa quota is:
Family: 226,000
Employment: 171,532

As per BCIS statistics available on the web at http://www.immigration.gov/graphics/shared/aboutus/statistics/msrjune03/BENEFIT.HTM, the total number of adjudicated cases the past year (June 2002-03) is 369857.
This does not seem to be particularly bad performance in light of the freeze in December-January.
Now, against which quota do derivative 485 applicants count?
Assuming an average of 2 applicants for each eB applicant and that derivatives are not counted in either category, BCIS needs to process approx. 570000 I485 applications to keep up with quota for the year.
This is when the 'performance' of BCIS starts to show
