State Department Selling Personal Information

Have you been contacted by agents who you think got your information from DOS??

I suspect the state department is selling our personal information.
Since I know there is no other ways of applying DV,I have never entered my details to any third party agents website,but I still keep getting e-mails from them saying you have won.

Suprisingly,there have all the details I have provided to state department.How could this happen?
Ever happened to anyone else?I recon we should take some action against this.
