Startup company requirements

do you know if there are any requirements stated by the DOL as to ,

1) how many employees do a 'startup' company need to hv inorder for it
to be able to start sponsoring Green Cards ?

2) are there any basic finanicial requirements again stated by DOL for a
company to hv to start sponsoring Green Cards ?.

There is no min. or max. limit set by DOL/USCIS.

2) are there any basic finanicial requirements again stated by DOL for a
company to hv to start sponsoring Green Cards ?.
There are no financial requirement from DOL but USCIS recently issued a memo regarding "Employer Ability". Following is the link:
