Stamping in Mexico when no stamping done in India

Hi
I have a H1B stamping from Singapore as I was working there at that time and my prev L1B and B1 are stamped in India thru my prev company blanket meaning I never went to a US consulate in India.Now I need to go for a renewal stamping.Can I go to Mexico or Canadian Consulates or Should I only go to India as I have no personal appearances in India before?

Is initial stamping in Indian required for the visa re-stamping in other than your home country?
