I got my visa stamp from Frankfurt even though Berlin was listed on my I-797. It was difficult to find reliable information about this so I figured I should post this here. It seems that at least the post in Frankfurt doesn't care about the notification. The original I-797 approval notice was sufficient for them. I am a German citizen. They might be more picky if you are from a third country though.
