Stamped in Seattle (NSC territory), I-485 Approved by VSC, who\'s going to issue plastic card?

Does VSC need to request document (I-551) from NSC before the card can be issued or service centers share info.?

Per my understanding NSC sends your I-89 form to VSC

Per my understanding NSC sends your I-89 form( on which they took your finger print and signature ) to VSC. VSC will process your plastic card. To track plastic card status, you need to call VSC.
