Please if somebody know can my wife aply and get Germany visa if she just have new stamp I-551 in her national pasport,she need visitors visa and dont have yet platic green card.thank you.She will aply by consulate in Chicago

The I-551 stamp is valid evidence of permanent US residency. Use this site to enter your information and it will tell you what is required regarding visas. In the section "Alient Resident of" you would of course select USA.
