Spouse going out of USA , will attend interview with me and return

Do you guys see any problem, if spouse leaves US now, assuming that Packet-III has been sent to Consulate ? I am the primary applicant.

Do I need her signatures/Passport/etc. here in US for anything besides Police Clearance certificates.

other than PCC..nothing else

Other than PCC, I don\'t recall any other reason for your spouse going earlier is a cause for concern..

But as you alluded, I am sure you are aware that Indian consulate gives the PCC after you show them the passport again..(that too can be managed, by talking to them in advance..)
