I apologize in advance if I'm posting in the wrong forum, but I was a little lost as to where this should go.

I've had a question about filing forms with USCIS that I haven't been able to find anywhere on the internet. What if you simply can't afford the filing fees that USCIS has set ?

I'm married to a US citizen and I don't have an EAD, so I'm not working, for her to file an I-130 and I-486 it's roughly over a thousand dollars and we simply can't afford it.. How do you go about solving this problem ?
 
I've found out more information on the "Fee Waiver" program with the USCIS and wanted to now ask another question. If me and my spouse live together do we still have to file an I-130 or do we only need to file I-485 ? Or both ?
