Spouse case still pending - any suggestions ??

I am the primary applicant.. approved on 3/4/02 (RD-5/7, ND-7/6)..
Dependent - still Dec29th message..Attorney spoke to IIO..case still pending..
Even if it is a RFE ..it is already 3 weeks since my approval.
What can be done..
