Spouse added in P3 - NVC asks for additional fee

Hi all,

I added my spouse in P3 to my CP. In response NVC requested the marriage certificate and the birth certificate of my wife. I sent the required documents back. Than I just get an other letter from NVC basically saying they cannot process the application since I paid only $335, did not pay for my wife's visa.
They want me to send the fee to St. Louis than they will send an other P# to my wife what we can send back again.
That pissed me off.
First of all the original fee bill letter clearly said that I have to pay for the person(s) listed in I-140. At that time it was only me.
The second thing is why do I have to go through the whole send-you-P3-you-send-it-back staff again. I got the DS-230 filled out ready to go!
NVC sucks.
Did any of you have the same experience?
I am thinking about sending the money order to them (St.Louis) tomorrow and my wife's already 2 times sent DS-230 next week.
Any opinions?

I cant understand why you feel outraged (pissed off) since,

1. 335$ is per immigrant VISA applicant and NOT for a family.
2. While in the Fee Bill stage NVC gives the option of adding any additional derivative applicants. One has the option of letting them know then or early, to include them so they can issue the fee bill/s accordingly. Sending the fee to St Louis is standard procedure and everyone for a CP goes through it.
3. In my experience NVC is the fastest and the most responsive US agency in the entire immrigration processing. Try adding a derivative applicant to a USCIS petition.
4. NVC clearly instructs to send the bar coded cover page with DS230. NVC getting a DS230 before a fee payment/check encashment and/or without the cover page may result in further unnecessary delays.
 
My comments to your points:

2: The fee bill clearly stated that I can pay for the exact amount showed ($335). I did understand that the fee is $335 / applicant. And how I should have notified the NVC about my spouse? I could not get a hold of them on the phone. On this forum everyone agreed that the easiest way to add a spouse to the application is at the phase of P3.

3: NVC is the fastest? My I-140 got approved on 9/17/04 . Right now I am still in the middle of the process. And I feel it is not my fault.
My wife is pregnant and we might not be able to make it home in time.

4: I received that cover once. Unfortunately I sent it back.
I will send my spouse's original DS-230 in 2 weeks along with an explanation letter. I they screw me up again I will have no other choice than file I-485.
 
NVC is certainly NOT the fastest for some unlucky people.

My I-140 got approved in the last week of October, till now, there is no sign of any activity, not yet received the fee bill even.

And to make matters worse, there is hardly any way to talk to NVC.

I had contacted NVC over phone six times. In all six times, I was able to get information and/or provide information to NVC.

I put the NVC number on speed dial and press 1 and 5 to get to the customer service option. It may take 10-20 tries before one will be put on hold for the next operator. But then again, I was able to talk to service agent in all six times, within about 20 minutes.

If the case is still not entered in NVC system one may want to call NVC and check if they recieved the case from USCIS and make sure USCIS forwarded the case. Lawyers can send an email to NVC as well.

Also keep in mind that if the priority date is far from the qualifying/cutoff date, NVC will wait on such cases before issuing DS3032 or Fee Bill.
 
Since mine is NIW EB2 category,priority dates are not a problem as of now.

It looks like NVC has not received the case from CSC.

Any way for me to contact CSC? Any phone numbers for CSC?

Check out http://www.shusterman.com/pdf/rsc105.pdf Page 4. I believe 1-800-375-5283 (followed by 1 for English) and Option 1-2-6 might be what you are looking for. Once when I called them, they insisted that my petitioner contact the employer's toll free number - so you might try to get your petitioner call 1-800-357-2099 too. Good Luck!
 
I agree with vu2vut's assesment. I also do not understand the reason for frustation.

vu2vut, I think your fine print was enough for the response :D

Also learn to look at the bright side. You could have been stuck in 485. Thank whoever you want to that you you are going through CP.

the reason why such a frustartion comes is that, many dont realize, how long some others wait to get to the CP stage or 485 stage. I know people who waited more than 4 years and are still waiting for the interview or AOS. The underlying reason for the EB3 retrogration is that, DOS thinks there are enough people still waiting (who started the Labor Process about more than 4 years back (Before Jan 2002)) to cover the Visa Number Allocation.

I think it is a matter of perspective and understanding, some patiently wait for 4-5 years (or more), while some cant even accept a delay of one or two months during the final stage.
 
I would highly recommend to everybody to add spouse / dependants at the time when you send the DS-3032 back to NVC.
Just simple submit the marriage cert. and birth cert. of your spouse along with a letter explaining the situation.
I read a lot of comments on this forum suggesting to do this at the stage of P3. That is not a good thing to do apparently.

That indeed would be the normal case. Your spouse's info should be in the the 140. I'm sure what you referred in the other thread must be for people having dependents after 140 has been submited.
