Sponsoring parents who are visiting US with B1/B2?

Hello !

My parents are in the USA now with a B1/B2 visa, valid till 2005. Can they be sponsored to Canada under family category ? Would having the sponsorship application processed in the USA give any great advantage over processing it in their country of citizenship in Asia?

the one fact i do know is, if filing from outside your home country you have to be present from the beginning to the end at the place you filed the sponsorship from. what is they need to go back to india somewhere during the midst? the file wont move and worse case scenario you might have to reapply. but on the other hand, unlike independent sponsorship, family category is entirely different and the country you file from doesnt speed or slow down the time duration.
my brother was in the US and yet i filed for his from india, now he needs to take an interview and since he's in europe, even that is being scheduled there, as far as i understand, filing from home country is lot more flexible than outside.
also remember that their location is just an address, what does it matter if it's india or US. they don't physically need to be sitting in india all the time. what counts is where you are.
