Sponsoring Parents To Canada: Can they visit during the application process?

Hi,

My sister wants to apply to sponsor my parents to Canada, she is a citizen. But I want to know if they are going to be able to apply and get a visitor visa during the application process, since they want to visit her this year. Is that possible?
