Sponsoring Parents for GC - RFE for Birth Certificate

Hi -I have applied for my parents greencard via the family based greencard process. I had supplied affidavits for my birth certificate and affidavit for my parents birth certificate during my I-130/485 filing (it was filed simultaneously). Today I received a RFE where they are asking original birth certificates or secondary documents as evidence. I do not have my original birth certificate nor the original birth certificates of my parents (hence the affidavits).

What else can I send to satisfy this RFE? Has anyone faced this issue below? What does secondary documents mean?

RFE for parent birth certificate

I filed for my mother, and got a similar RFE.
My mother was born before partition in India and later migrated to Pakistan after the partition.

I contacted the Pakistan consulate and they issued me a birth certificate.

Does USCIS approve birth certificates issued from the consulate ?
