sponsoring brothers under 21 along with parents

Hi, I had applied for immigration of my mother along with my two brothers who are unmarried and under 21. INS just returned the fees and forms of my brothers and just processed my mothers papers. I have heared that one can apply for immigration of brothers/sisters under 21. Is this true or wrong? and if its wrong what would be the correct way to sponsor brothers/sisters?

Thanks for your reply Joe. I am a US citizen. The forms that I sent were I130's only. The case had already been sent over to the embassy and embassy has sent a letter to my mom asking her to do her medical and fill other forms.. Is there a chance that I reapply for my mother along with correct forms? I should have consulted with a lawer before applying but someone who filled my forms told me that those were the correct forms and fees.
Please advise as I have already wasted lot of time on this case. My brothers age is about to reach 21.
